The California Department of Education developed the questions, under a law passed in 2021, Assembly Bill 1363. Preschools must also report data to the state about the number of children who speak a language other than English and which languages they speak, in addition to the language used in the preschool classroom and the languages spoken by preschool staff. In addition, the California Department of Education includes resources for preschools to share with families about how they can support their child in becoming bilingual. If a child does hear, understand or speak a language other than English, preschool providers are expected to conduct a separate 15-minute conversation with the family, in which they go deeper with questions about how the child uses other languages at home, the child’s favorite stories, books and songs, and how the preschool can help support the child’s language. The initial questions asked of all families enrolling in state preschool are: Which language(s) does your child hear at home? Which language(s) does your child hear in their neighborhood and community? Which language(s) does your child understand? Which language(s) does your child speak? It’s part of a new effort to identify which preschoolers speak languages other than English and make sure they’re supported to both keep those languages and learn English at the same time. If you’re enrolling your child in California state-subsidized preschool this fall, you’ll be asked new questions about what languages they speak and understand.
